1) preempt the federal Volunteer Protection Act if the state enacts a law providing additional liability protection for volunteers;
2) enact a law opting out of coverage under the federal law;
3) require nonprofit organizations to
* provide mandatory training for volunteers
* be liable for the acts or omissions of their volunteers to the same extent that the organizations are liable for their employees and agents. and/or
* carry insurance or another source of financial recovery for individuals who may be harmed by their volunteers.
Any individual performing services for a nonprofit organization or governmental entity who does not receive compensation (other than reasonable reimbursement or allowance for expenses) in excess of $500
